LAND GRABBING

Land belonging to police for the construction of a police station has been grabbed by a private developer in Kirinyaga County.

The land that was given to the police by Kerugoya Municipal council is at the center stage after a private developer claiming to have a title deed moved to court to stop the police from occupying the land.

According to Kutus Central ward Councilor Fredrick Wachira the ½ acre of land that was given to the police by the municipal council has a dispute with a private developer who claims to have been given title deeds by the Lands ministry.

HE said that since the police have been given the allotment letters by the Municipal council, with the members of the public, they assisted the police to fence it.

“We said as Kutus residents we will assist the police in fencing since we want a police station to be built to curb the raising crime in the town” added Cllr. Wachira.

The police post fall sunder police boss Patrick Oduma who said that there were funds that were allocated to build a police station from Gichugu CDF and a cheque of 800,000/- released but it was the money was returned after a dispute ensued delaying the construction of it.

Oduma said that the private developer who claimed that the police land was his has since fenced it but has never consulted with the police even after he learnt that the land had been given to the police.

“The land had been fenced by a private developer but since the municipal council of Kerugoya has given us the necessary documents, we are putting a permanent fence and we are welcoming the private developer to consult with us” added Oduma.

A resident Abubakari Muhamed, the police station will be a relieve to the residents who have fallen in the hands of armed criminals.

HE said that services will be at hand adding that they used to wait for police officers to go to their rescue after attacks from Kerugoya or Kianyaga which is 10 kilometers.

Abunakari also added that the arrears that have accrued from the rental houses that the police stay will be a relief to them saying that a station with houses will be the best for the residents.

“We have 90,000/- rent arrears accrued from the rent houses that the police stay, members of the public have not been paying so with the presence of houses it will be a relieve to us” He added.

Oduma said that the commissioner of police has promised to give them money to add to what the CDF and the 900,000/- from LATF for the construction of the police station.

He said that the town that is growing needs security adding that with the presence of police station it will be easy to fight it.

He also urged the ministry of lands to help them process the documents to avoid the controversies,

A fake clinical officer was on Sunday arrested at Kerugoya district
hospital while attending to unsuspecting patients.
Manasseh Munene, was found at the outpatients’ department vacant room
number 5 by the hospital management with a white coat.
According to the OCPD Patrick Oduma, the impersonator was found
writing a medial report and soliciting money from them.
The management noticed the issue and alerted the police who responded
immediately and managed to arrest him red handed.
He said that when he was told to identify himself with the hospital
badge, he said that he did not have the badge and when the hospital
management searched for his name in their database; his name did not
appear prompting and handed him to the police.
The police boss added that he will be taken to court once
investigations have been completed.
Kerugoya Medical superintended Bernard Njuguna said that he was
informed that there was an impersonator who was attending to
unsuspecting patients.
He said that they are now alert since many patients might fall under
the bad hands.
“His fortieth day had reached and thanxs God that others will learn”
added Njuguna.

Construction of Karatina retail market is on a go slow after the Ministry of local government failed to give part of 266.6 Million shillings to the contractor to finish the work.

According to the contractor Uchumi International Agencies John Nduati, the work has slowed down due to lack of enough money from the government.

HE said that the money that had already been given is finished making it difficult for him to continue with the construction.

“The money that I has been given is finished, I am using my own money which is not enough so as to see the work going though it being done slowly for lack of funds” added Nduati.

The contractor said that once the money is given out, work will be back to normal adding that more man power is going to be required so as to beat the July deadline when the construction is supposed to have ended.

Mutua Nzoka the director Market development department in the ministry of Local government told the contractor that the slow down was as a result of the December holiday where many public officers were not in the office saying that the government has processed 5 certificates worth 120M assuring everything is in place.

He said that the despite the delay of one certificate that is being processed, the deadline has to be met by the contractor per the project which is behind with 2 months where he was told he will try to recover the waste time.

“The contractor has to find a way how he is going to recover the wasted time since it is two months behind to beat the July deadline when it supposed to be handed over to the Karatina Municipal council” added the director.

The director also added instructed the council management to make the stalls be competitive while being allocated to the vendors.

HE said that despite there were vendors at the stalls before they were migrated to another place the allocation has to be done competitively.

He said that the council has to identify the staff who are going to be trained which is going to last for 6 months so as to make them understand how it is run.

“The officers from the council who will be allocated jobs at the market have to be trained to avert chaos and loss of revenue from the vendors” added the director.

Mr. Kariuki Karatina Municipal town clerk said that once the market is over it will accommodate over 5000 people adding that the stall are going to also increase.

He also said that with the increase of the stalls and the vendors revenue is also going to go high due to the high demand of the commodities.

HE said that the market is the biggest in East and central east Africa which he said sees vendors as far as Tanzania and Uganda who buy and sells their commodity in it.

“The market once completed is going to get more vendors from Uganda and Tanzania who severally come to sell and by commodities from Karatina” added the town clerk.

The town clerk assured that they are watching the pace in which the construction is being done saying that even if the government has delayed dispatching the money, the contractor is supposed to be working.

FOOD SECURITY IN SECONDARY SCHOOLS.

Monsanto a USA Non-governmental organization has started a programme with Ico-seed to farm vegetables and fruits in secondary schools for food security in the Country.

Monsanto’s Corporate Affairs officer Kinyua M’Mbijiwe said that the reason for taking the programme to secondary school’s was to make sure that they are food secured and improve the nutrition in schools and also to avert the strikes that were related to food .

HE said that 125 schools in the Central and Eastern provinces are in the programme adding that more are going to be incorporated to improve the nutrition citing that before the end of the year they will be having over 5000 schools.

“The USA government through Monsanto is helping mostly secondary schools to improve their nutrition so as students can learn while being comfortable and also provide the necessary nutrients needed by making sure that vegetables and fruits are available at the schools garden where even students can pick fro themselves since the economy has gone very high making it hard for poor families to afford a balanced diet that is why we are targeting schools” added M’Mbijiwe.

M’Mbijiwe went on to say that the programme is funded with 180 US dollars citing that for a start, they have initiated kales to see how they are going to do even in raid and semi-arid areas using Israel method to grow.

HE said that in Kitui, Isiolo and other parts in Northeastern where water is a problem, have a plan to dig a dam that is going to supply water using the Israel method to make them food sufficient.

“We are targeting the dry areas so that Kenyans can be food secure, in North eastern part of the country we are planning to dig a dam where the residents will be irrigating their land using the waters using Israel method or drip irrigation to grow different fruits and vegetables” Added the Corporate officer

He said that students will assist pass the method to the community to make it food sufficient saying that the erratic weather is affecting many.

The officer said that the programme is in Tanzania, Uganda and is expected to spread to other countries.

HE said that water supply is all through despite the weather and also the time since the pipes have some holes that drip the required amount of water.

Bernard Ng’ang’a the principal of Kang’aru Babla secondary school said that since the programme was started in his school students have been able to get a balanced diet saying that the cost of purchases has also gone down.

He said that the students are getting enough food citing that when the food was being cooked using cabbages, very few used to take but now with Sukumawiki they are asking for more.

“The programme is very good since students are able to get the required nutrients and enough food pointing out that most of them who are in the school come from either a poor background or an average family where some even go for two days without food” added the principal.

Farmers who are under Mununga Tea Factory in Kirinyaga County have received a bonus increase of 39.95.
The 8,000 farmers who attended the Annual General Meeting (AGM)heard that the bonus increased from 32.5 to 39.95 which according to the Director Munene Mugo, could have been much were it not for the frost bite that caused the decrease of the growth.
Mugo said that the weather affected 21,633,914 leaf growth causing the dropping of leaf collection and that of leaf growth from January to April last year at a 0.01%.
The Director said that the production of tea has gone down due to the erratic climate adding that the company is trying its level best to see that farmer’s effort is recognized by the increased prices.
“The weather has been erratic that it has affected the production of tea in Mununga but the efforts of the farmers are going to be felt by the increase of the prices which is from 32.50 to 39.95”added Munene.
He said that the company also has plans to cut down the cost of electricity where a mini power plant is being constructed along Nyamindi river at a cost of 800M which is expected to give 500Kilowarts which is going to serve six factories Kangaita, Mununga, Ndima, Thumaita, Ragati and Kimunye that are in the county.
He said that the plan was to reduce the 50M power cost that is paid per year to the Kenya power splitting it to 3M per month for effective production citing that when there is power rationing, the factories are much affected since there is no production that is done.
He said that before the power plant is completed the company is using wood that has been planted on its 234 acres at Siakago a project that expected to ensure steady supply of fuel wood in the long-term reducing the fuel costs saying that they are planning to expand to 700 acres to be self sustaining.
Munene also added that the production has fastened as there is enough fuel (wood) to fasten the processing.
He also said that Mununga is the first tea Company in Kenya to have an environmental water waste management using biological process after a long fight with NEMA on waste management.
“We have been able to use biological process to purify the waste water after along fight with NEMA” added the Director.

NDIA MP OPPOSES THE MOVE OF A LOCATION FROM MWEA TO HIS CONSTITUENCY BY THE IEBC.

Nairobi metropolitan minister Njeru Githae has strongly opposed the transfer of two electoral wards from Mwea to Ndia constituency as proposed by the Independent Electoral and Boundaries Commission (IEBC).

The minister said the IIEBC has ignored the views of residents to create an extra constituency.

HE has vowed to move to court if the Kinyaga and Mutithi wards are hived off from Mwea as proposed by the report noting that the move would be an insult to residents.

“We had unanimously proposed that Mwea be split into two but the IEBC has made the situation worse by indicating that two wards be moved to another constituency,” said Githae.

Githae who is also the Ndia Mp said in a press release if the commission cannot give them the extra constituency they should leave the current boundaries intact to avoid disputes.

HE has said that after the Ligale commission, he has been accused by some leaders of being behind the transfer maintaining that last year’s meeting was agreed that Mwea be split into tow but not what IEBC has done saying that it has tarnished his name and made him be blamed for nothing.


“I am not comfortable hearing the kind of blame that is being put on me, I support that Mwea gets a new constituency and not the kind of mess that IEBC has done” added Githae.


On Tuesday a demonstration was held lead by Mwea Mp Peter Gitau over the IEBC proposal which he said that he was robbed off a location with more than 90,000 voters.


He said that the IEBC's decision was not an agreement of the people of Kirinyaga pointing fingers at the minister accusing him of doctoring the document so that Mutithi can be curved from mwea to Ndia.

Kutus dispensary has received a 1 million cheque for its rehabilitation.
Speaking at the hospital area MP Peter Gitau said that the hospital is a very pathetic situation adding that it needs to be rehabilitated.
He said that the hospital servbes over 50,000 people and has 2 nurses and a clinical officer with the assistance of serving nurses who are hired to help i9n treating the sick.
He also said that 300,000/- is needed for the conbstruction of a maternity ward and a children's ward since many patients are refereed at Kerugoya district hospital for specialized treatment.
The Mp also added that a perimeter fencing needs to be done to privatise all the dispensaries activities adding that there is no fence exposing the workers to criminals.
"I have given the hospital a 1 million cheque to put a perimeter fence so that all their activities are not exposed out and also to make sure that there is a permanent gate for their security reasons" Said Gitau.
He urged the ministry of medical services to send nurses and doctors to the facility saying that they also need beds since the rooms are very empty.
The MP also urged minister Nyong'o to consider giving the hospital beds to make it simpler for the wananchi to get medication adding that even emergencies cannot be held since there are no hospital beds but only empty rooms.
"The minister from medical services needs to give the hospital some beds since a mother who develops labour cannot be attend in the hospital for lack of hospital beds but they are attended in unprofessional way on the grass" He added.

Mwea Mp Peter Gitau has said police need to fasten investigations in the killings of a deputy principal of a secondary school in Kirinyaga County.
Speaking during the burial ceremony of Dickson Mwangi at Karoti girls’ grounds he said that it is very unfortunate that only one person has been arrested and is being treated as a suspect.
He said that the police are supposed to be looking for the masterminds as well as those who killed him.
“The police are supposed to be looking for those behind the killings even if the killers are believed to be at large” added Gitau.
The MP added that people are not supposed to be taking other peoples lives adding that the killings are being done by idlers who are hired for a fee.
“Why take a life that you cannot eat” he asked the killers.
Gitau added that the police need to fasten and gather enough evidence so that the killers will not be released for lack of evidence as it has been happening for sometime.
He said that the act has overwhelmed the whole constituency with the recent killing citing that Mathiga-ini killings that left four boda boda cyclists who were murdered in cold blood saw their killers shot dead in a gun battle at Nguka village and one escaped with gun shots.
Peter Ndambiri said that it is sudden that teachers have turned to be a target by murders in Mwea.
He said that five years down the line at Kanjinji secondary school where five teachers were killed, nobody has been arrested citing that even a replacement has never been done for fear of more attacks.
He said that there is community policing lapse in Mwea where the members elected to beef up security are not working but sleeping on the job.
Ndambiri said that leaders need to sensitize the people on the importance of security saying that the killers are known but they are not uprooted from the society giving them way to kill.
“The criminals need to be removed from the community since they are well known, unless that is done then we are supposed to get more killings” added Ndambiri.

MUNUNGA GETS A NEW DIRECTOR.
JANE MUGAMBI 11TH JAN 2011.

John Muriuki became the new Director of Mununga Tea factory in the just concluded elections.
The elections which were highly contested saw him gun 12,358 votes against 9,861 against his brother Moses Wamai who has been a long serving director and a chairman for 13 years.
His mission is to work together with the farmers who he said have been oppressed for a very long time.
Muriuki also added that he will be working closely with the famers so as they can manage their money so as to make their land productive.
“Tea production has been very down and so being elected as the new director I am going to work closely with the farmers so that they can manage their funds so as to make their lands productive” added Muriuki.
He also said that the hydropower project which has seen the farmers loose 7/- instead of the agreed 3/- will be resolved to make sure that the cost is cut to 3/- per farmer.
He said that the 8,000 farmers will also be able to get their bonuses on time.

Nairobi metropolitan minister has said that the Police service commission should be run by professionals.
Speaking at Itangi in South Ngariama, he said that the chairman in the force can be a civilian pointing out that the Inspector general and his deputy should be trained officers who are serving and not retired officers.
Githae added that the chairman can be a civilian but the Inspector general and his deputy who are supposed to run the force are supposed to be officers who are conversant with the work from either the Administration force or regular officers.
"We have no problem with the chairman being a civilian but we say that the Inspector general and his deputy are supposed top be officers who are working and not retired ones" added Githae.
He said that there will be disaster if civilians are appointed in the tree piositions in the force since the police oficers are going to be demoralized,stagnate in one position for a very long time due to either the favourism or even with tribe.
Githae said that the select committee Chair Omar Hassan is supposed to ensure that the correct and serving officers are the once who are appointed to give a new image to the force.
He told Omar that a woman should be appointed in the force since there are very many graduates and qualified women who are serving who deserve to be given positions.
"The Chair is supposed to get a woman since there are very many graduates who are in the police force to take either the Inspectors general position or even the deputies"Added the Minister.
HE said a serving person needs to be appointed to avoid stagnation in rankings and that the new board not to think of civilians.
On Ruto he said that The Eldoret North Mp should forget about UDM saying that there are forces that have been rained on him that cannot allow him take the chairmanship.
He said that Ruto should go back to his former party KANU or join PNU alliance and should stop wasting time and forget either forming another party or becoming a party leader of any existing party adding that the forces behind have alot of financial forces being spread out for him not to lead any party for unclear reasons.
"Ruto should think of getting back to his former party and forget about leading any other because the finances that have been poured cannot let him get a chance to lead any party" added Githae
He said that when Ruto said his intentions of leading a party, he opened avenues for his enemies and competitors who now have declared political war on him.
Githae added that PNU alliance does not have an owner calling upon Martha Karua,Peter Kenneth top join and compete freely and fairly in the nominations for a flag bearer since there is no preferred presidential candidate.
"PNU haina wenyewe,weneye ni members,Martha,Kenneth are welcome to come and go to the nominations with the rest for the party to get a flag bearer" he said.
He said that the party needs genuine and sincere people who will bring members together saying that they do not need greedy and selfish leaders who are only doing their thinks contrary to the agreement in the PNU alliance memorandum.

PARENTS DEMONSTRATING.

More than three hundred parents from St James Kiaritha secondary school in Kirinyaga central district, Kirinyaga county today held a demonstration to reject the posting of a headteacher Mr Stephen Murithi Njoka to the school alleging that he is a non-performer,arrogant and has been accused of sex scandals with students in the schools he has taught previously.

Carrying twigs and placards and chanting anti Muriithi slogan the parents held a meeting at the school compound where they were joined by area member of parliament Joseph Gachoki Gitari who joined the parents in their resolve to reject the headteacher.

The Mp later led the parents in a procession to the area DC's ofice where they presented their memorandum to the Dc Mr Patrick Muli and area district education officer Daniel Kariuki.

Addressing the irate parents gitari said that teachers from good performing schools in Kirinyaga county are being transferred to other counties and replacing them with rejects. "This is not a training or a dumping site." added gitari.

The parents warned the new principal against ever setting foot in the school vowing to lynch him if he forcefully takes over the management of the school.

Gitari accused the central provincial director of education saying that he is behind the problems currently being experienced in secondary schools in the county and called on the minister for education to take action and transfer him from the province. "Any time a teacher thrives in Kirinyaga he is transferred." added gitari.

The Mp challenged the PDE to come out clear and give parents of kiaritha secondary school ten good reason why that rejected principal should come to kirinyaga terming him "big headed". "I am reading politics and malice in this issue."

Others who addressed the parents were KNUT executive Secretary Kirinyaga branch Mr Harrison Gichira who said that the teacher in question has messed other schools he has managed citing a case where he was forcefully ejected from kathaka secondary school after running down the institution.

Gichira added that Kiaritha is the best day school in the region and therefore requires a headteacher who is equal to the task. We are not refusing any principal to come here but for Mr stephen Muriithi NO." added gichira.

The area district commissioner Patrick Muli promised to urgently look into the issue but called for calm as the issue is resolved once and for all.

Muli urged the parents to continue supporting learning in the institution saying that all the other teachers are intact and the transfer issue should not disrupt learning in the school.

Others who were present during the demonstration were kerugoya/utus mayor Peter karani and former cabinet minister James Njiru.

Nairobi metropolitan Minister Njeru Githae has suggested that the schools calendar be changed to be in line with the government budgetary circle.

Speaking at Itangi village in the controversial South Ngariama where he donated school desk, he said that instead of the minister prolonging the first and second term’s, Ongeri needs to make sure that the schools closes and open in line with the government budget to avoid delays in releasing funds to the schools will be over.

“Ongeri should not extend first and second terms as it will affect learning, he is supposed to make sure that the schools close in line with the budget to make funds available when schools open” added Githae.

He said that the system is in Japan, India adding that the problem is only in East Africa suggesting that it be ending on 30th June citing that the always delaying money to schools controversy will be over.

Education minister had said that first and second terms be longer than usual and that third term to have eight weeks.

Chairman Kenya Private school Association John Kabue said that it is a big load to pupils who are going to be overloaded with learning.

He said that the minister needed to hold dialogue with stakeholders on learning issues saying that decisions cannot be made by an individual.

“Education matters cannot be held haphazardly and its not a matter of politicians to decide, there are very many educationists who he could have consulted despite him being a retired teacher” added Kabue

Githae said that Mwea mostly South Ngariama needs an over-whole in education sector for the school going children to benefit.

He said that the government needs to consider South Ngariama and set up schools,send teachers who will teach in the 5 schools that are in the ranch.

"Like now the children are learning while seated on the floor, a parent with no teaching knowledge has volunteered to teach.South Ngariama has children who have the potential" added Githae.

Women leader Winnie Njuguna said that CDF funds are not being distributed equally citing that for over four years since there was resettlement in the ranch, no money from CDF has been given to the residents.

She said that the money needs to be used to employ teachers after TSC asserts to give children education citing that the nearest school is over 30 kilometer.

WATER SOLUTION IN KIRINYAGA SOUTH.

Water in Kirinyaga south has turned to be a precious commodity as rivers have dried up.

According to area Dc Kula Hache, the southern side of Kirinyaga that borders Mbeere south faces drought as water cannot reach downwards.

She said that the water being used has already turned green adding that it is not good for human consumption.

She said that for long, Ciagi-ini which borders Mbeere has been highly hit by water shortage leading the residents to have a 7 kilometer walk to the neighboring water point.

The DC said that with the situation, no crop germinated even after it rained.

She said that the only way to fight the drought, water resources Management Authority to take up the task and form water resource units that will give the way forward on the distribution of the waters.

She added that the National Irrigation Board to take a step and educate rice farmers on the units that will be liable to grow rice.

She said that the available water should be distributed equally to all rice farmers and consumers adding that the water users association should be a high alert for no fights amongst them.

Kula said that domestic use and drinking water should be given preference comparing to irrigation that the residents have given first priority in Kirinyaga south.

She urged the upper people to consider those that are down stream adding that if they continue blocking the rivers, water will never ever reach Ciagi-ini and the rivers will remain dry.

She said pollution is inevitable as water from the rice budding is let out to the canals where residents will fetch for drinking thus there going to be an outbreak of water borne diseases.

She said the public health department should ensure that the water going downstream is good for human consumption.

WRMA,NIB resulted that upper stream people to use water during the day 6am to 6 pm and unblock the rivers while those downstream can benefit at night and they will be able to harvest it in the man made dams in the area.

According to the Agricultural officer Waweru the rainfall received was 350 milliliters compared to the estimated 800-1200 milliliters thus causing crop failure or nothing germinated due to the type of the soil.

He encouraged rain water harvesting, roof water catchments to prevent soil erosion adding that Mwea is a flat land.

He said that Drip irrigation can work at the moment and discouraged furrow irrigation saying that once drip is used very little water will be used unlike in furrow where a lot of it is used terming it a wastage of water.

He also said that farming in the rivers should be stopped adding that the recommended farming should be 10 meters away from the river banks.

He said the government has taken an initiative of cutting down eucalyptus trees that have been planted along the rivers saying that they are the main cause of declining water levels in the rivers.

He went on to say that people in the area should grow drought escaping crops like cassava, sweetpotatoes, kunde, cowpeas as a way of fighting hunger due to the water shortage.

More than three hundred parents from St James Kiaritha secondary school in kirinyaga central district, kirinyaga county today held a demonstration to reject the posting of a headteacher Mr Stephen Murrithi Njoka to the school alleging that he is a non-performer,arrogant and has been accused of sex scandals with students in the schools he has taught previously.

Carrying twigs and placards and chanting anti Muriithi slogan the parents held a meeting at the school compound where they were joined by area member of parliament Joseph Gachoki Gitari who joined the parents in their resolve to reject the headteacher.

The Mp later led the parents in a procession to the area DC's ofice where they presented their memorundum to the Dc Mr Patrick Muli and area district educatuion officer Daniel Kariuki.

Addressing the irate parents gitari said that teachers from good performing schools in kirinyaga county are being transferred to other counties and replacing them with rejects. "This is not a training or a dumping site." added gitari.

The parents warned the new principal against ever setting foot in the school vowing to lynch him if he forcefully takes over the management of the school.

Gitari accused the central provincial director of education saying that he is behind the problems currently being experienced in secondary schools in the county and called on the minister for education to take action and transfer him from the province. "Any time a teacher thrives in kirinyaga he is transferred." added gitari.

The Mp challenged the PDE to come out clear and give parents of kiaritha secondary school ten good reason why that rejected principal should come to kirinyaga terming him "big headed". "I am reading politics and malice in this issue."

Others who addressed the parents were KNUT executive Secretary kirinyaga branch Mr Harrison Gichira who said that the teacher in question has messed other schools he has managed citing a case where he was forcefully ejected from kathaka secondary school after running down the institution.

Gichira added that Kiaritha is the best day school in the region and therefore requires a headteacher who is equal to the task. We are not refusing any principal to come here but for Mr stephen Muriithi NO." added gichira.

The area district commissioner Patrick Muli promised to urgently look into the issue but called for calm as the issue is resolved once and for all.

Muli urged the parents to continue supporting learning in the institution saying that all the other teachers are intact and the transfer issue should not disrupt learning in the school.

Others who were present during the demonstration were kerugoya/utus mayor Peter karani and former cabinet minister James Njiru.
